5 CFR 831.1108(a)(a) Witnesses shall testify under oath or affirmation and shall be subject to cross-examination.
5 CFR 831.1108(b)(b) Each party is responsible for securing the attendance of his witnesses. OPM has no power of subpena in these cases.
