5 CFR 550.802(a)(a) Except as provided in paragraph (b) of this section, this subpart applies to employees, as defined in § 550.803 of this subpart.

5 CFR 550.802(b)(b) This subpart does not apply to—

5 CFR 550.802(b)(1)(1) Employees of the government of the District of Columbia; and

5 CFR 550.802(b)(2)(2) Employees of the Tennessee Valley Authority.
