5 CFR 332.101(a)(a) Examinations for entrance into the competitive service shall be open competitive, except that OPM may authorize noncompetitive examinations when sufficient competent persons do not compete.
5 CFR 332.101(b)(b) An examination for promotion, demotion, reassignment, transfer, or reinstatement may be a noncompetitive examination.
